Local Government
Roanoke and Salem are independent cities. Vinton, Roanoke and Salem all have a manager-council form of government. The mayor serves as chairman of the council. Roanoke County operates as a separate county unit. It has a five-member board of supervisors and a county administrator. Vinton has a town government.

Top Digital City/County
For eight consecutive years Roanoke City has been named in the Center for Digital Government’s Top Digital Cities Survey, finishing first in the polling six times, with its only non-#1 finishes coming in 2007 (2nd) and 2004 (5th).
